ATI X700 video card gives a blank screen?

This happened out of the blue this morning. I have the ATI X700 AGP video card and when I turn on the computer the screen stays blank. I cant get to bios or anything. the screen stays blank. This video card is not new and have had it in my computer for some time now. I just upgraded my power supply thinking that was the issue but it isnt. I have never had problems with this video card before. I tried this. I removed the AGP video card and used the intergraded video card and everything worked fine. Drivers are not the issue. Is there a way to troubleshoot the video card or something I can do to get it to work again?
