God "fearing" or God "loving"?

Why is it that particularly religious people (ie mainly, but not exclusively, Christians) describe themselves as being "God-fearing" when they promote the idea of God being forgiving and loving? Sounds like a paradox to me if you are just being "faithful" if you are afraid of any negative consequences of not adhering to religion.
