I used to be saddened when i read stories about drunk or mentally ill homeless people?

Being beaten or burned to death by gangs of savage teens. Fortunately, I haven't heard so many stories about this lately. Is this because the gangs know that it will become illegal to kill homeless people in most states by the end of next year? Which states do not yet have legislation in place or in process making it a crime to beat and burn these helpless souls?
