What is the Perfect Party Dress?

Ok so my 13th birthday is in June and im super stoked. It's at a really top end bowling alley- Lucky Strike. Anyway, I want to wear a really cute party dress but not too fancy. I was thinking like a hot pink or turqouise blue. I'm 5 ft 5in and 110 lbs. I don't think I look fat so yeah. I'm also blonde... Please help. I'm inviting the guy I like and I want to impress him. Also please let it be like a tail dress or a shorter one about mid-thigh or so length.
