Did your newborn sound congested all the time?

My 4 week old son.. sounds congested not all the time.. but when he moves around he sounds like it and especially at night when we are sleeping.. I have tried useing the nasal syrienge to clear it out and it aint working! Is it normal for newborns to sound like this?! Im worried he is sick.. He dont have a runny nose, fever, or anything.. and he still has his appetite.. I took him to the doc and he said that he seemed okay but this doc is new to me.. So im just wanting to be on the safe side! I have noticed his right eye sometimes get a lil gunk in it and im freaking out that this is an infection or rsv or something!
